I can see why Cruz gets an inflated review there. One of the six contributors is/was on Cruzs' payroll. The chart is BS.

I used to work for a semi-conductor company in Silicon Valley. This type of work requires a very skilled set of knowledge to know how to produce the silicon wafer. After it is produced using several types of chemicals, it is scored and then cut .. in order to be sold individually for use in every kind of equipment.
You don’t hire UNSKILLED WORKERS for that type of work.
And .. you need specially trained and skilled chemical engineers and project engineers in order to produce such a product.
Those skills are harder to fake than many, e.g., software. I've never claimed that EVERY H-1B worker is cheap and unskilled.
