A bishop is to be a shepherd, providing clarity on what the Church proposes for belief. He is also to be the arbiter of any number of religious and administrative issues. He is to see to the well being of all of those in his diocese, as well as the Church universal.
These roles are consistent with being an administrator, an elder, and an overseer.
