Bush told the American people repeatedly that he was going to plant democracy. That planting democracy was going to fix the problems in the middle east. That the people there wanted democracy and to be self governed. That was his stated reason, (after the WMD's).
Planting democracy in the middle of the old Ottoman empire, to end a war and to end terrorism. Now that was not a good idea.

Bush didn't start talking about planting Democracy until MUCH later.
He wasn't talking about “planting Democracy” while he was on the pile of 9-11 rubble. He said:
“I can hear you!” he declared. “The rest of the world hears you! And the people and the people who knocked these buildings down will hear all of us soon.”
He could have wiped all these terrorists in the world off the map the next day with nuclear weapons and ended this satanic Islamic insanity once and for all.
