Waffle House
There even used to be a FR Waffle House ping list. FEMA uses them as a bellwether on how bad a disaster area has been hit. Look it up.

I didn’t know about the FEMA-Waffle House connection, but I do remember that when I was sent to New Orleans as part of a relief effort during Katrina, about the only restaurants open in the area were Waffle Houses.
