On Monday, Obama criticized Walker for his actions without naming the governor.
"He is bragging about how he destroyed collective bargaining rights in his state," Obama said in a Labor Day speech in Boston. "And (he) says that busting unions prepares him to fight (the terrorist group) ISIL. I didn't make that up. That's what he said."
..The governor hit back Monday, saying Act 10 had saved billions of dollars through lowering the compensation packages of public workers.
"What we did in Wisconsin was taking the power away from the big government union bosses and put it back in the hands of the hard working taxpayer. That's pro-worker," Walker said during a motorcycle ride through New Hampshire.
Walker was able to move so fast because of the 2010 elections that swept Democrats out of power and gave Republicans commanding majorities in the Legislature. But if Walker were to become president, his party wouldn't necessarily enjoy that same complete control.
Even if Republicans maintain their control of the U.S. House and Senate, Democrats could still have some leverage because of the filibuster power that Senate rules grant the minority party. Republicans now control the U.S. Senate 54-46. Sixty votes are needed to overcome a filibuster.
"Anybody can propose repealing Obamacare on day one. That doesn't mean it will be acted on on day two by Congress," said Franklin, the Marquette professor.
TJ Helmstetter, a spokesman for the Democratic National Committee, said that to act on the first day Walker wouldn't have adequate time to consult with American allies and that repealing Obama's health law would return power to insurers.

In order to light a fire under Congress to pass his repeal legislation, Walker vowed to sign an executive order that will pull back the special deal President Obama put in place for Congress.
Members of Congress and their staffs are currently allowed to purchase health insurance on the District of Columbias Small Business Exchange, even though D.C, law limits participation in the exchange to companies with 50 or fewer employees.
But after certifying that the Senate and House have only 45 employees each, Congress enrolled at least 12,359 members, staffers and their dependents in the exchange.
Buying health insurance on the small business exchange allows congressional employees to keep collecting employer contributions that were eliminated under the Affordable Care Act (ACA), saving each of them thousands of dollars in premiums per year....."
