That assumes one in the group can hit the side of a barn.
I can’t speak for NYPD, but our qualification doesn’t allow for even one off the paper and no more than five outside the eight ring. Everyone passes except for the occasional bobble. Never had to suspend anyone for failure to qualify either.
However, the paper doesn’t start the engagement nor does it shoot back nor do our officers have to duck to find cover while shooting.
That round sizzling by you kind of changes the dynamic from site alignment to point shooting quick, fast, and in a hurry.
