She is upholding KY marriage law, SCOTUS struck it down therefore KY now has no marriage law to issue any license what so ever.
Again, what law has she not upheld?

There is no law being disobeyed here, merely a judicial diktat which pretends that it overrides the law of the Commonwealth of Kentucky. A diktat by a majority of one.
