Mayor Mitch Landrieu announced a new policy Thursday (Sept. 3) that would require city contractors to place a priority on employing local and disadvantaged workers.
The goal of Hire NOLA is to have, by 2020, at least 50 percent of all work hours on city projects performed by local workers and 30 percent by local disadvantaged workers.
"Since launching the Economic Opportunity Strategy, we have made our goal clear -- prepare and connect the people of New Orleans to jobs and our local businesses to strategic opportunities for growth," Landrieu said in a prepared statement. "There is no doubt the local hiring policy will help to accomplish this goal. Through this policy, we are helping to create pathways to prosperity for all New Orleans residents."
The City Council is scheduled to consider the new policy during its Sept. 8 Economic Development Committee meeting with the goal of passing an ordinance in October so the program can be implemented in January.
"With this new local hiring policy, we will be able to hold contractors accountable to hiring local talent, in turn building capacity for our businesses and supporting the growth of our local industries," said Ashleigh Gardere, executive director of the city's Network for Economic Opportunity.

The comments at the link are pretty good.
And the other 20% would be comprised of what, bridge trolls?
Why bring in an electrical contractor from Baton Rouge when there are plenty of unemployed, unlicensed, black beggars with no tools? What could go fzzzt?
Maybe they can have disadvantaged workers in charge of Levee repairs
Landrieu says you are not of the body. You will be absorbed.
Violent crime in NOLA is becoming a common place in areas such as uptown where it was rare in the past. There was little or no looting in the St.Charles Ave corridor after Katrina is an example. The new radicalized street thugs no longer recognize certain areas as being off limits to the ‘brothers’. This has happened under Porky Pig's watch/
50 percent of all work hours on city projects performed by local workers

So all city projects just doubled in hours. 50% will be what it takes to do the work and another 50% to pay off the local politician work front for money laundering.
those disadvantaged have a HUGE advantage!
That place never seems to run out of Landrieus.
If you won’t compete, cheat
Criminal Mexicans who have been there at least 6 hours are to be considered “Locals”.
I want 10 million bucks and a night with Lizzy Caplan.
You can’t always get what you want, Mitch. But if you try, sometimes you might find that you get what you need.
And what you need to is to STFU, Mitch. So try. Try hard, Mitch. And give my regards to that orca you call a sister.
micromanaging by government edict is always so good for jobs... not
Just a night with Lizzy ? She’s hot.
Well I’d REALLY like 10 BILLION BUCKS and to have Lizzy as one of a dozen or so in my harem, but why get greedy? ;-D
I haven’t seen it other than....certain clips.
Do you recommend it?
“The real-life people were not attractive people. Of course, no one would want to see their lookalikes bumping uglies (ew) on a tv show.”
Indeed.
I never knew what Virginia Johnson looked like, when I heard about the show and saw Lizzy I wondered “was she hot”. Yeah, no. Not that she was ugly or anything, “plain” fits. Perfect casting would be Rachel Dratch formerly of SNL.. Yeah, no. Not that she was ugly or anything,
Weird error, this isn’t the first time I’ve had a post had a line or 2 get duplicated at the end of it.
It’s up to the third season now and focusing more on their dysfunctional family lives (it’s more soap opera now and not all that good). They’ve covered about a dozen years or so from the ‘50s up to the Vietnam era. At this point, they’re real-life characters surrounded by completely fabricated stories about their families and interacting with the issues of the day (civil rights, Vietnam, et al).
Overall, I’d give it a C-, but it’s clearly losing steam (and worst of all, for a show with “sex” in the title, it’s becoming more boring).
Funny you should mention Rachel Dratch, because that would be good casting for Johnson. Patrick Stewart as Masters (minus the English accent) would work (although he’s a bit old for the part).
