Julian Bond was denied his seat in the Georgia House of Reps because he refused his draft notice for the Army. Although he had overbearing public opinions on everything and was constantly expressing them as some type of Democratic “elder statesman”, he would not serve a day in the armed forces and was quite proud of it. If he did not like this country, he should have left it; he has now and I couldn’t speculate as to his destination.

The Georgia House said at the time that Bond’s strong comments against the Vietnam War amounted to treason. that was the reason given for not seating him.

You have your math backwards. An “octoroon” was someone who was 1/8 black and 7/8 white.

I recall his being considered a "boy wonder " (although I'm sure they didn't use that terminology) of the Democratic Party.

I believe it was the 1968 convention when they talked of drafting him as a presidential candidate, but learned he was constitutionally unqualified because of his youth.
