Do Abedin and Mills have top level security clearance? If not, they have no business reading classified information.
I’m leaning toward the scrubbers being staffers at the state dept. rather than personal staffers like Abedin and Mills.
Scrubbing classified markings at the statedepartment.gov level would have made it “okay” for them to be sent to a private, unencrypted server like the Clintons had. By “okay”, I don’t mean legal. I mean merely that the information could probably go out without being red flagged.
I believe there are safeguards in place at the government level to prevent the accidental sending of classified information to private, unauthorized entities (IOW, anything not .gov). (Anyone in the know, correct me if that is wrong.)
Anything marked classified should not have gone to the Clinton’s private server, period. But we know it did. What overrides were put in place to allow this to happen? Who instructed that the overrides be put into place and who implemented the overrides?

From my years of state politics involved with regulations, I find it very believable that many government staffers know what a winking eye means. Politicians use such all the time to tell a staff person to take such actions that will not have the politicians hand/foot prints.
I have to wonder if the intelligence agencies are pushing back really hard here. They need to know what classified information was compromised so that they can take countermeasures. Worse, they have assets which can be targeted for destruction, and personnel who might be targets for assassination and they need to know NOW so that they can protect their personnel and assets. To Hillary, lives and property are tools to be used and discarded after her purposes have been served. The intelligence agencies don’t quite think that way when it’s THEIR personnel or assets.
It's already doomed. What's amazing is that no other Democrats in the country feel qualified to run for President, what a total bunch of losers.

Hillary's underlings could forward an email to her, but I don't think you can alter it.
Here's a BIG problem for the Democrats: their next chance for a really viable candidate in 2020, when you have the likes of Julian or Joaquin Castro from Texas or Gavin Newsom from California have enough experience politically to run for President. Indeed, Newsom right now--because he was Mayor of San Francisco (with its totally zany politics at City Hall!) and now Lt. Governor of California--could be subject of a "draft Newsom" movement because the Democrats--to their horror!--are finding out Hillary Clinton, Bernie Sanders and Elizabeth Warren are just WAY too old compared to most of the viable candidates in the Republican field.
Not to sound corny, but isn't even the existence of a top secret communication top secret, let alone what is in it?
How do these "inner circle" people even get near the email in the first place to scrub such labels? Don't they have to access the top secret document in order to change the top secret document?

Congress could intervene but they refuse to abide by the law and enforce

While true the captain gets investigated, he would likely be punished for allowing petty officers without clearances to handle a classified server. Major violation. The folks maintaining the server have to have, as a minimum, the same clearance as the maximum allowed on the server.
I go along with your view. I just can’t help but believe that all holy hell is breaking out with the intelligence agencies over this. They are not to be trifled with.

Not precisely correct. I’ve read any number of unclassified DOS cables, and I’ve even written a few.
On the other hand, I’d say your statement is what we used to call “close enough for government work.” In particular, the overwhelming bulk of traffic important enough for the eyes of the SECSTATE was bound to have been classified as confidential, secret, top secret or higher.
You misread my post. I said.....there are certainly “some” documents that were classified....or sensitive.
Clinton cannot claim ignorance. Was someone altering her highly classified emails without her knowledge? Not possible. Was the person that was allowed to alter the emails of have the proper clearance? Did she allow said person to access her emails?
The Clintons are good as good as it gets at dodging accountability. This however is beyond even their reach.
