City Council approves ordinance requiring paid sick leave

Pittsburgh City Council on Monday approved an ordinance requiring city employers to give employees paid sick days, despite opposition from business owners and organizations who have promised a lawsuit challenging the legislation.

Under an amended version of the bill sponsored by Councilman Corey O'Connor of Swisshelm Park, employers with 15 or more employees must offer each one up to five paid sick days annually. Those with less than 15 employees must offer three unpaid days off. Employees would accrue one hour of sick time for every 35 hours worked. Seasonal employees are exempt.

The ordinance passed by 7-1 with Councilwoman Darlene Harris of Spring Hill abstaining. Councilman R. Daniel Lavelle of the Hill District, who represents Downtown, voted against the ordinance.

Business owners questioned the speed – about three weeks – with which council acted on the legislation. They urged members to hold off on a vote, saying the ordinance would harm small businesses.

Kevin Joyce proprietor of The Carlton restaurant, Downtown, said council doesn't have authority to force mandates on private business. He said owners and business groups would form a coalition to oppose the ordinance in court.

I guess the city council thinks there are too many jobs in Pittsburgh and they want to get rid of some.

I can see if they require this from contractors who provide goods and services to the city through a contractual agreement. Don’t see they have a legal leg to stand on to change labor law arbitrarily.

Pittsburgh used to be the “Golden Triangle” just as California used to be the “Golden State”, both lost their status for the same reason and neither realize it.

To your point, I wonder how many businesses considering options of moving or keeping jobs in Pittsburgh will see a anti-business environment and look elsewhere. I’d certainly like actual paid sick days in addition to my vacation time - but I’ll gladly take just having job above it.

I used to think that the U.S. was just a socialist country, now I believe we’re communist.

The simplest definition of capitalism, socialism, and communism depend on economic mechanisms of production and distribution.

Capitalism is private control of production and distribution. Communism is government control of both. Socialism is gov control of distribution, but private control of production.

Laws like this Pittsburg make me realize that, even though gov doesn’t directly control production, it effectively does through abuse of legislative and regulatory powers.

The distribution is controlled by progressive taxation and extensive social programs (commie care, medicare, ss, food stamps, EIC, etc.).

I think about 70% of the fed budget is social handouts, which will only get worse as commie care spreads and we eventually move to single payer. This is what had me convinced we were a socialist country.

But upon reflection of increasing employer regs I’m convinced we’re communist.

Unless state lawmakers make a law to prohibit paid sick leave, this ordinance is reasonably based on the 10th Amendment imo, not that it is a good idea.

Nothing that I haven’t read the law, it seems like such a law can easily be abused, paid sick leave translating into paid vacation.

If unconstitutional Obamacare weren’t muddying the waters, employees who are aware of chronic health problems could at least protect themselves by buying into simple insurance to cover lost work day wages.

Again, I cannot think of remedies to protect insurance companies from possible abuse of such insurance.

I love the caption of the picture in the article, particularly the description in parenthesis next to the name (far left)! I know it relates to the girl’s position in the picture, but it is quite a propos politically too! LOL!

Democrats are the champions at increasing the cost of employing someone, just like socialists in Europe.

Businesses on the edge will just reduce the number of vacation days by the same number they have to give for paid sick leave.

Employees would accrue one hour of sick time for every 35 hours worked, and in return their pay will be reduced by 6% (3% to cover the value of the lost work, plus 3% to cover administrative costs).
