It was originally a blanket term for Leftist hawks in the mid 70s, most of whom were Jewish Israel supporters. Most of those folks left the Dem party during and after the Carter years and became a hawkish, but socially liberal element in the Republican party.
Nowadays leftists just use it as a pejorative term for pro-Israel lobbyists, a way of accusing rich powerful Jews of being the source of political opposition without coming right out and saying it.
