'An ex-Scotland Yard detective has made the extraordinary claim that police covered up a serial killer who stalked and murdered 18 people on the London Underground.
He apparently killed his victims in the 1970s by pushing them onto the tracks and former policeman Geoff Platt has alleged that police deliberately kept the case from the public so as not to cause widespread panic.
Mr Platt said that he listened to Kiernan Kelly confess his crimes to police first hand after he was picked up in 1984 for being drunk and disorderly. Having brutally murdered his cellmate, William Boyd, Kelly allegedly told police about his violent rampages on the Tube system while being questioned.
Mr Platt told The Daily Star: He was high high on adrenaline, testosterone aroused. You could see it in his eyes. He was proud of that murder and when we went to speak to him he just confessed to killing 18 other people.
Police went on to uncover a number of suicides on the Northern Line which appeared to correlate with the details that Kelly gave to police. However, Platt claimed Kelly was only jailed for two previous murders and that police deliberately kept the details of his alleged killing spree away from the public.
He added: It was a coverup. Think about it, the police dont want it getting out there would be mass panic. They didnt want people knowing a serial killer got away with pushing innocent people on to the tracks theyd be afraid it could happen again.
The public would stop using the Underground which would put more traffic on the roads. It would be chaos.'

One thing about China... you never have to worry about being pushed onto the tracks. The subways there are extremely modern, and there is plexiglass between you and the tracks. The trains stop, lined up with their doors aligned with automatic doors set in the plexiglass, and that’s the only way to get off of the platform.

May 1983, an elderly man was pushed onto the tracks at London’s Kensington Station, only saved when the driver managed to stop the train in time. Witnesses identified Kelly as the attacker, prompting his arrest on charges of attempted murder,
At his trial the jury failed to reach a verdict, Kelly was acquitted.
4th August 1977, Kelly was arrested for robbery and being drunk in public. Locked in a police dell overnight he was angry about having to share his cell.

He killed someone in prison in 1977 but was free in 1983 to push someone onto the tracks?

I say place a noose in his cell and put him on the Mooch Obama diet. Let him take care of himself one way or the other. Slow starvation or hanging.

They pointed out what is never said: what exactly is a public panic?
They reached the conclusion that a public panic is four or more people, running down a block while waving their arms and screaming. Then, when they get to the end of the block, they turn around and run in the opposite direction, waving their arms and screaming.
They noted that a public panic sounds quite aerobic, as a form of exercise, and should be encouraged, not discouraged, by the government.

In my world, the same as for multiple murderers: Kill 'em more than once.
Lethal injection is fine. At 7 a.m. (pick any time, as long as it is consistent) the guy on the gurney is given Last Rites a la "Seconds" (at 4:40) and rolled into The Room.

Light - as he wakes up in his cell the next morning. The bars slide back and The Men With The Gurney come in and he is told the process would be repeated until his trips equal those he killed - or not. The kicker is that he doesn't know which trip is his last.
If his crimes were particularly heinous or involved children, he'd undergo The Treatment a few more undetermined times. It would only stop when he was so mad with fear he no longer understood what was happening - or because the executioners got tired of listening to the noises he made.
The Word is passed around and prison killings and multiple murders drop to single digits.
