Arlington, Virginia (July 8, 2015)—State legislators, business leaders, policy experts and citizen organizations will come together in San Diego for the 42nd American Legislative Exchange Council Annual Meeting July 22-24. Attendees will share experiences and ideas and develop research-based model policies focused on limited government, free markets and federalism.

During the three-day conference, members will participate in training sessions, policy workshops and task force meetings. Attendees will also hear from keynote speakers, including presidential hopefuls Governor Scott Walker, former Governor Mike Huckabee and Senator Ted Cruz. Other speakers include author Travis Brown, San Diego Mayor Kevin Faulconer, actor Clint Howard, Economist Dr. Arthur Laffer, West Virginia Solicitor General Elbert Lin and Economist Stephen Moore.

Add Trump to the mix and that should be our GOP lineup for 2016. And may the best candidate win. Trump for issues, Huckster just for whatever, and Ted and Scott for serious consideration.

I would love to see it! RULES will be necessary to obviate problems of leftist mischief-making that could derail the COS, which appears to be semimojo's chief fear.

Prof. Natelson suggests the following scenario might well occur:

It is possible that non-cooperative states may, if they do not boycott the convention [as Rhode Island did the 1787 Constitutional Convention] opt to send oversized delegations. They may do so as a measure of protest, as a populist gesture, or as a way of skewing debate in their favor.... The presence of oversized committees does not change the one state, one vote rule ... but the situation could present problems of crowding and fairness.

One way of forestalling this problem without impairing the prerogative of a state to govern its own committee is to adopt a convention rule limiting the number of commissioners from any one state who may participate in any given debate or appear on the floor at one time. One of our advisors suggested a limit on the amount of floor time that may be used on any day by any state committee. (page 87, my emphasis)

So RULES are needed to keep matters on track. Only the COS can write its own rules; Congress is forbidden to do it. So I'm glad that ALEC has started working on proposed rules. The COS must pass them by majority vote before they become effective. But I'm heartened to see that some of the "early spade work" is already being done.
