They do that in a lot of public housing (ghetto) buildings. They have signs that you can’t back into parking spaces.

The bill doesnt refer to other law enforcement endeavors that might require an unobstructed street view of parked cars such as the use of license plate scanners. The American Civil Liberties Union asked the Jacksonville Sheriffs Office in 2012 whether it uses such devices and what it does with any data it collects but has not indicated any response.There was a report on the news here that said repo men, cops, etc., were driving through parking lots and neighborhoods looking for cars whose owners were behind on payment, had unpaid traffic tickets, had warrants out on them, etc. They claimed that they had limited reasons for collecting the data, but the owner of the scanner company said the data could be retained indefinitely and put to use in all kinds of ways.

Just added Floriduh to my no visit and no living list.
Fully enclosed would mean pulling front first into a carport would be illegal. If you leave your garage door up, you’re in violation.
And just who determines if your car tarp is in “good” condition and will you be arrested if a spider builds a web under it?
Who determines what outside items are valuable v. junk?
It reads like refrigerators built into outdoor grill areas on the back porch are also illegals because you’re not “attending” them 24/7.
Heaven forbid if the kids take their inside toys outside.
So much for saving the environment if you are no longer allowed to hang your laundry on clotheslines in the back yard.

I hate to break it to the JBTs and the jackboot lickers in the press who wrote this, but cars on private property don’t even need license plates. You need the plates on the public road.
