Roof reloaded five times. Reloading is common in these types of shootings. Restricting the size of a magazine would have done little to prevent this. And an obvious work around to a magazine limitation is just bring another gun.
I also find it interesting that he owned the devilish AR-15, and chose not to use it. Probably because a pistol is easier to conceal. I guarantee that, if the AR-15 is banned, in around 45 minutes the left will call a press conference and point out that other guns are just as deadly as the AR-15...and the agenda will march on.
