I beg to differ, he most certainly did.
He decreased the size of the government by upwards of 15% in several key large agencies.
He lowered the top tax bracket from 90% to 36%.
He destroyed the USSR.
He stopped the leftward lurch towards more support for Abortion and started the process of going the opposite direction to where we are today where more people are against abortion than for it.
