(CNSNews.com) - Jeb Bush says he would considering pushing back the Social Security retirement age by as many as five years and scaling back benefits for Americans who paid into the system but who also have accumulated wealth.
"We need to look over the horizon and begin to phase in, over an extended period of time, going from (age) 65 to 68 or 70. And that by itself will help sustain the retirement system for anybody under the age of 40," Bush, a potential contender for the Republican presidential nomination, told CBS's "Face the Nation" on Sunday.
Bush also wants to phase out benefits for higher earners, who have paid into the system for their entire working lives.
"What about means testing?" Bob Schieffer asked Bush.
"I think it ought to be considered, for sure," Bush replied.
As conceived by the administration of Franklin Delano Roosevelt, Social Security was intended to be a retirement insurance program for all working Americans regardless of income, funded by mandatory payroll taxes.
Means-testing would turn Social Security into a wealth transfer program, diverting payroll contributions from those who earn more to those who earn less.
And if Jeb Bush has his way on immigration, some of those lower-income workers would be people who came to the United States illegally.

Gutless weasels every one! Not a single freaking word about the REAL cause of the Social Security crisis. Simply go back to the disability rules of 1990 and watch the dramatic improvement.
But only the sound of crickets when that gets mentioned.
Um, fist thing Jeb. The as retirement age is no longer 65, its 67. Second you can impose all of that as long as I can get back everything paid in with compound interest for the last 50 years.
I wish this whole family would go away. I think they have done enough damage to the country already.
Bush needs to crawl back into his RINO cave. He wants Amnesty and now “means testing” of your social security benefits. The next thing I expect from this PROGRESSIVE is a proposal to make individual 401K accounts means tested. After all, that’s simply one more step on his progressive road.
First Christie, now Jeb, so they’re getting it into the public arena. We’ll probably see this imposed by the next president, whoever he or she is, via executive order.

In America, if you work, you will work until you die.
Take the social security benefits away from those who were forced to pay for it over the course of a lifetime, and give it to gangs of illegal drug smugglers and felons, eh, Bushie?
No SS for the wealthy! Jeb needs that money to pay for the educational, medical and entertainment needs of his precious illegal aliens.
I see this as happening eventually and is helping me to decide to start drawing at 62. I could see myself waiting until full retirement age (66 for me) and pulling the same I’d get at 62.
I believe we have “means tested” the Bush name.
