As I understand it, in at least some gangs the criminality is not organized and run by the gangs as such, but by individuals and groups within the gangs. The “all for one” mentality of the gang provides protection for the criminals from members not specifically involved in the crimes.
Of course, the other members know of the criminality and don’t care.
You are absolutely right that some join the gangs or hang with them because they like scaring civilians. They they claim to be unfairly persecuted and sterotyped.

Correct me if I’m wrong, but aren’t the “heavily armed street gangs” largely fictitious? About all you ever read about is killings with 9s and 40s.
A remarkably small number of people are killed each year with rifles, much less by rifles in the hands of heavily armed street gangs.
