It’s Stop, Question and, if indicated, Frisk.
Big Frisking difference that the opponents NEVER EVER EVER mention.
Unless you can provide some telling statistics regarding the percentage of people who are merely “Stopped” and “Questioned” without subsequently being “Frisked”, then I suspect you are arguing a distinction without a difference.
