Different slant here: Sources told Fox News that the pressure cooker may have been part of a propane tank used in a food truck.
“[The owners’] story checked out,” said one source. “But we wanted to neutralize it.” http://www.foxnews.com/politics/2015/05/25/one-arrested-after-bomb-squad-checks-suspicious-vehicle-near-us-capitol/

Saludos!
“”Further investigation revealed a pressure cooker, and an odor of gasoline was detected,”
