You might want to look at Finland (IIRC) where they do this. Results in $100,000 traffic tickets and police target the well-to-do. We do NOT want to enable any form of means-testing. Do we want what we pay for anything to be based on our income or net worth? I am certain we don’t.

In this case I disagree. A fine is superpose to be a punishment. It makes sense that everybody be punished the same...

It’s hard to argue that a $200 fine to a poor person is the same as a $200 fine to a millionaire.
