In this case I disagree. A fine is superpose to be a punishment. It makes sense that everybody be punished the same...

It’s hard to argue that a $200 fine to a poor person is the same as a $200 fine to a millionaire.

So you're saying that the fine is a disincentive to neither: the poor person will ignore it and the rich person won't notice it?

you can fine the rich person $10,000 if you want, but I suspect that no fine will make the poor person change their behavior. You can't pay what you don't have, except your own time.
