It’s probably legal to just jam them around the White House and Capitol I would think.

Like I said, you have to know what frequency they are operating on. Jamming all possible frequency ranges would not be politically possible.

Technically, it is unlawful for ANY agency to jam anything. Anywhere.

Do they? Of course. But it isn't legal.

Jamming involves sending out a signal powerful enough to disrupt the communications between the transmitter and receiver. A signal powerful enough to do that would disrupt the signal for at least a couple of miles. Now apply that to all of the frequencies that RC models operate on (I refuse to call an RC toy a “drone”) and you have the potential for disrupting many non-RC signals, too. Technically feasible but not politically.
