So did Gov. Abbott actually sign the bill? And does Open Carry require a license?

Yes, it is not Constitutional Carry, but if you are licensed you may show the world in just a few months.
Tempting to do so in certain situations, but I prefer the element of surprise :)

What impressed me was the policeman who shot the two Islamic Terrorists. They were armed with semi-automatic AK-47s and wore armor. He had just his service hand gun. He killed them both and received not a scratch.

A: they’re the only states that completely ban the open carry of handguns in public! We are in the process of correcting that.
