Congress will approve it with one big Catch-22:

Those who accept reparations money must accept it as they board the plane to whatever country is willing to take them and their cash.

That is too funny, if the last 6 years hasn't started a revolution nothing in the next two will. The goose is cooked, it's over, the USSC is just as corrupt as the House and Senate and the Executive branch.
