If she doesn't like that State law, she needs to get it changed.
Looks like the feds weren't involved, so I don't see any problem with a State using it's police powers on a dutifully enacted law under the 10th Amendment.

I also suspect that the boy was never taught about state sovereignty and consequently had no clue that other states might not be like Colorado where marijuana is concerned.
