I would contend that “fails” is the wrong word to use since that would imply that barky actually intended to help the vets but was just unable to make it happen.
Does anyone think barky actually intended to help Vets?

Oh yes it has. The unions and the people that run the VA have all gotten richer.
We have a family member who has been waiting to have needed routine outpatient surgery. It has been at least 3 months, and is not yet scheduled. This after he went to an ER in December for what he thought was appendicitis (but turned out to be another problem causing severe pain), and Tricare denied the ER visit claim, since (the said) “it wasn’t an emergency”.
I’m going to repeat what I said when the reforms were originally funded. You can throw as much money as you like at the VA but the VA is run by its middle management. Until you replace the middle management which is all civil service you will get zero change. The Lois Lerners of the world are who run our bureaucracy.
He did enough to satisfy the lapdog press (not IBD).
Clown Prince nobama and his appointed lackeys hate Veterans. They will do nothing to change the corrupt, incompetent VA.
Not sure what the latest count is (at one time I was keeping a running count of how ofter he said "focus like a laser" but I've since lost count), but he was running up some pretty high numbers there in his first term and the beginning of his second term, in promising the same thing about "focusing like a laser" on creating jobs. Apparently the laser ran out of power when he went after the coal industry and there were no laser beams to focus anymore.
These emphatic phrases and promises sound good to the low information voters but then no one ever follows up on his effort or his promises. This used to be the job of journalists and the media in our society but they have become just propaganda arms for the DNC and the White House. And Obama knows this so he just says something intelligent sounding, knowing that will be the last time he has to deal with the issue.
Pronouncements and speeches, to him, are the same as action but unfortunately for the country, words alone don't create jobs or reduce VA waiting times.
No one on this site is more critical of “Obama” than me.
But
The VA is a 40-year bipartisan disaster, and if you, or I, or the reincarnated Ronald Reagan were put in charge of it, after a year nothing would be different.
