Utah, Texas, and North Dakota, where taxes are low, are the most economically vibrant states in the country, according to a new report. The high-tax states of New York and Michigan rank at the bottom.
Additionally, the report found, millions of people left highly-taxed states for low-tax states between 2003 and 2013.
The 8th edition of Rich States Poor States, an annual report released by the American Legislative Exchange Council (ALEC) on Wednesday, found that 1.5 million people left New York between 2003 and 2013, the largest exodus of any state. California came in second by that indicator, with 1.4 million leaving the state. Illinois placed third, with 647,000 leaving; while Michigan placed fourth, with 628,000 moving out.

The program doesnt actually guarantee 100 percent tax-free statusand it only applies to a specific segment of the business world. In other words, its a lot more complicated than 30-second media spots put forth, says a lawyer who has dissected the program.

The regulations for Start-Up NY participation could prove dizzying.
Start-Up NY participating businesses have to pay other taxes and fees, depending on the outcome of a regulatory certification process that determines, among other factors, how much of the business activity takes place within the zone, versus outside the boundariesand how those outside-zone transactions should be valued. Until properly certified, the businesses pay, in whole or part, organization tax and license and maintenance fees, a metropolitan commuter transportation district mobility tax, and a sales and use tax.
Start-Up NY also promises that employees will pay no state or local personal income taxes. But the positions and employees have to first receive a government stamp of approval that the jobs are entitled to the tax breakanother certification process.
Start-Up NY business employees arent necessarily in the free and clear for taxes for the full 10 years.
The rule is that they pay no state or local income taxes for the first five years, but for the second five years, income limits kick in to determine the tax responsibility for each worker. In general, workers earning more than $200,000 a year start to pay taxes after the fifth year of operation. On top of that, the business can have only a certain number of workers eligible for the tax-free benefit.
Haven’t they been running the Start Up program for a couple of years now? Have never seen a follow-up account of how successful it has been. I wonder why.

I remember back in the 80s and 90s you’d see a lot of transplants from Conn, Ohio and elsewhere northward down here looking for jobs, more money and lower taxes.
First thing they did was scream for sidewalks everywhere, playgrounds, parks, libraries and what not —— it got them (us) a county government that started spending like a drunken sailor and asking for SPLOST all the time for this and that.

I saw that on TV and laughed. The more I consider it though, it is a good thing. I don’t want to live near or drive near anyone who is dumb enough to believe that!
Delaware is a prime example of a lower tax state being flooded by people from nearby tax hell-holes like NJ and NY. And they do bring their acceptance of Democrat tax increases with them along with them.
That's funny. Little do those businesses know that NYS will claw it all back, and then some, in the next ten years.
