Emanuel Cleaver says he gets it.
Years of heavy-handed police tactics in Ferguson — like the issuing of lots of petty traffic citations aimed more at boosting the city budget than keeping the streets safe — have beaten down the citizenry of Ferguson.
Cleaver, a Democratic congressman from Kansas City, called it “taxation by citation” and “strobe-light lynching.”
Citizens have tuned out of the election process as a result, Cleaver said during a visit to the troubled city Saturday as part of a delegation from the Congressional Black Caucus.
The visit was aimed at boosting turnout in Tuesday’s municipal elections, the first since a Ferguson police officer shot Michael Brown to death last summer.

Nationally, we need to end all code enforcement for revenue and all incentives to seize property for fun and profit. I’m certain the Founders would roll over in their graves if they could see how government funds itself today.
Catchy phrase; Strobe Light Lynching! Is that where the officers arrested the disco dancers under the blinking Black Lights? That would make a good music video.
Nearly every government entity in the U.S. practices taxation by citation.
It doesn’t matter if the leaders are white or black. Power corrupts equally.
That should make Ferguson an even more appealing place to live than it is today!

Not true. The alternative is to cut bureaucratic bloat and public service entitlements. Your comment reminds me of what our local county did when the voters threatened to cap property taxes. Instead of cutting funds for its lavish new county offices, known locally as the Taj Mahal, or useless outreach programs, it cut the hours for the local libraries, closing them on Sunday afternoons.
As bad as the dhimmicrat-run city of Ferguson is now, it will be another Mogadishu if this Cleaver Clown gets his wish.

Another alternative would be to start shutting down municipal services altogether by consolidating cities. St. Louis County has 90 incorporated cities; 21 of which have fewer than 1,000 people, and half of which are smaller than one square mile.
This is laughable. The DEMOCRATS are the first in line to demand higher fines and fees, and promoting government fiat.
Now they’ve convinced the very citizen that they’ve taxed, feed and fined to the brink of riot to vote for THEM AGAIN.
Who with the ability to support themselves would stay or move in?
He’s right about taxation by citation. But he doesn’t see that it happens to all races. And that it’s a product of big government, not racism.
Public union goons pensions WILL be paid.
Or they could cut the pensions but we both know that will never happen.
