Even if the window tinting was "too dark" for Georgia, most decent, non-asshat police officers would not pull over an out-of-state car for having tinting that is "too dark" within their own jurisdiction.

For all this cop knew North Carolina might allow darker tinting (which they do, by the way: they allow 1% less transmissivity).

On the contrary, the GA Supreme Court years ago threw out GA’s window tint law because is did NOT include out of state cars. The new law does.
