When I was 15, I believed, as libs do for their entire lives, that all you have to do is lock a bunch smart pols in a room, and let them think real hard and they will solve any problem you put before them.

Set up clinics next door to emergency rooms ... which is where the poor get health care anyway...
Then rather than allowing hospitals to charge eight thousand dollars to treat a runny nose, direct the poor person the person to the door marked 'clinic' - charge fifty bucks for an office visit (billed to Uncle Sam) - and change the poor person five bucks for the visit.
A savings of over $7,000.
