I believe Mr. Buffet of BNSF Railroad ownership has recently completed construction of a large container ship facility down on the west coast of Mexico.

Not sure about Buffet and BNSF but the Kansas City Southern Railway owns a port facility on the western coast of Mexico and another in Panama for trans-shipment there. As regards BNSF, local observation of a line running E-W out of Tulsa will show multiple stack trains every day, running full containers eastbound and returning empties westbound. I can’t observe it every day but I’ve not noticed a volume change recently. This line connects to the BNSF Transcon at Avard OK.
