Geoengineering has been going on going for some time now. The pace has picked up since the turn of the century with massive wind farms, solar arrays, green belting and so forth. Basically any change from what is naturally occurring to something different intended or not is a form of geoengineering. These people are asking for domination over what they consider lesser people through force of law to gather unto themselves wealth and power.
