The scores are heavily skewed toward communism and tyranny. There are 5 in the 90s, but 10 in 0-10 bracket. The same 2:1 skew seems consistent throughout each 10 point bracket.
Your list shows that I made a mistake about the Congressman with the best record. It is Curtis Clawson of Florida with 100%. He shows on your list between 9% and 10%
Do you mean that the scores are skewed, or that the membership of Congress is skewed?
I think most of the skewing is in the Senate. The bottom 22 are all Senators.
