Can you imagine keeping track of all the sales tax you pay? Canada and Mexico have a return your sales tax program and I have never kept close enough track to take advantage of it in either place.
This soak the wealthy strategy will just mean the rich will arrange to buy their stuff and bring it in themselves.

The Value Added Tax is a terrible idea. People don't realize they're paying it, and it's administratively more complex than a sales tax. Instead, repeal all personal and corporate income taxes and put on a sales tax. Very simple to administer, and people realize they're paying it, which leads them to question what their money is being used for.
