On Tuesday, Democrats took advantage of the Senate's filibuster rules to block a bill that would fund the Department of Homeland Security through the fiscal year. The bill, which passed the House of Representatives last month, would fund the department at current levels but block funding for implementing President Obama's December 2014 executive order on immigration.
ABC News reports that just 51 senators voted to close debate on the bill, with every Democrat voting against cloture and effectively blocking the Senate's ability to hold a vote on the legislation:

From what I understand the money still flows to DHS but only at last year’s levels. Thus this is a fight over their yearly increase. I could be wrong on that but that is all we are talking about. Stand stong GOP as this is not a government wide stoppage.

They must have faith that the Propaganda Ministry (ABC, CBS, NBS, NYT, WP) will dutifully report whatever they say as the truth, that the “Republicans shut down the government.”

It’s not a government wide stoppage, no.
However the immigration pieces of DHS are self-funding through fees. They’ll continue ahead with implementing the amnesty plan (look at all the new jobs (usajobs.gov) they’re putting into Arlington, VA to staff it) until told to stop.
The only way, practically, to stop this is either a signed piece of legislation (or a veto override) ordering them to, or a court order.
