I worked in engineering and engineering management for 30 years. There is no shortage of qualified STEM candidates per se. However, the best ones are hard to get unless you want to pay the price.
There are a plethora of H1-B candidates whose main goal in life is to find a position that will let them stay here and progress towards citizenship, and they will take less money on the path there. I’ve had two or three as employees in the past. When they get what they wanted (citizenship), they’re gone.
