Concealment of ones identity has often been outlawed. The courts correctly decided the honest had no need for face masks, Burqa, or hoodies.
Yeah, I know monks wore hooded garments, but inside the monastery - where crime was rare.

I have yet to see a headline, man killed by hoodie. This is like gun control....control the hoodies and no one will die.
