Concealment of ones identity has often been outlawed. The courts correctly decided the honest had no need for face masks, Burqa, or hoodies.
Yeah, I know monks wore hooded garments, but inside the monastery - where crime was rare.

Well, the courts are in agreement that if a mere mundane is wearing a face-concealing masks, he may not be an honest man/woman.
They typically turn a blind eye to masked government employees, even in circumstances surrounding the commission of a crime.
