Could happen that way, or the rules of engagement are so strict even the military can’t do it’s job.
When the police won’t respond, that’s essentially the Blacks shutting them down.
The police could get it back under control, but they aren’t allowed to.
Rioters deserve to be treated decently don’t you know...
If there was total involvement by the police, it’s still a tough situation when officers are called in from all over, and the rioters flank them and kill off as many as they can.
