If I were a NY Cop, I would go on a silent strike. Let the petty crime quickly evolve into major crime. Let Red Bill see what his comments mean on the street.

Keep you hands where they can be seen
Follow orders
Be cordial and answer questions
Any race of child should be taught these rules.
