Why is DOD giving foreign nationals security clearances like this? Does NOFORN mean anything anymore?

It’s not surprising that they’d put a Saudi Muslim in a top secret position on a carrier. What’s surprising is that they allowed anyone to catch him.

Well, they’ll soon fix that. In fact, they’ve been doing their best to fix if for some time.

The United States government classification system is established under Executive Order 13526, the latest in a long series of executive orders on the topic.[1] Issued by President Barack Obama in 2009, Executive Order 13526 replaced earlier executive orders on the topic and modified the regulations codified to 32 C.F.R. 2001. It lays out the system of classification, declassification, and handling of national security information generated by the U.S. government and its employees and contractors, as well as information received from other governments.[2]...

NOFORN: Distribution to non-US citizens is prohibited, regardless of their clearance or access permissions (NO FOReign National access allowed).

...the statement of NOFORN (meaning "no foreign nationals") is applied to any information that may not be released to any non-U.S. citizen. NOFORN and distribution statements are often used in conjunction with classified information or alone on SBU information. Documents subject to export controls have a specific warning to that effect. There was a time when for certain DOD/DOE work no naturalized US citizens could get clearances.

Especially foreign nationals named Mostafa Ahmed Awwad. You'd think that would be a red flag of sorts.

They started doing this during the Clinton administration. I had retired and had become a contractor. My agency was not allowed to hire me as a Govie because they were told they had to hire not only minorities but foreign nationals.

We were working on some really great stuff, all classified and all NOFORN. OPM forced an Indian (call center, not casino)into the position they needed me in.

Well, if a felon like Bath House can be president, I don’t know why foreigners can’t get top secret clearances!? Its where the US is, these days.
