They make them up. But, unfortunately enough of them are functionally illiterate that they come up with some bizarre names. I once supervised a kid whose name was pronounced “Da-mone” . unfortunately it was spelled “demon”. From his behavior he was named correctly, just the pronounciation was off.

Well, here is the formula for the name of the girls: any consonant followed by short a, followed by sh, followed by a vowel. Then add a few other random letters. Easy squeezy.
A nurse at Parkland hospital told me that a woman named her son Benadryl because it made her feel good and sleep. I replied that if she had a girl she might have named her Vagisil.
