5. Pardon for 5,000,000 illegals: Just before Obama leaves office in two years, can Obama legally pardon 5,000,000 illegals with an executive order?
I don't think a pardon would apply, because a pardon covers past crimes, not future crimes ... and the lawbreaking of an illegal immigrant is continuous for as long as they remain in the U.S.

True, an LA Slimes article. However “But How”? is the right question.
I don’t think anyone has found a practical answer that can stop Obama’s immigration grab yet.
