Paul, a likely presidential candidate, has a strategy that differs from another possible 2016 hopeful, Sen. Ted Cruz (R-Texas). Cruz's plan calls for blocking Obama's nominees in the Senate until he reverses course, as well as including language blocking the actions in spending bills.
Serious question. Why couldn't they do both?

EXACTLY. Good grief, this isn't rocket science...! Why not activate every non-incompatible response *possible*?
Start impeachment proceedings (yes, I know that he'd never get convicted in the Senate), break apart the Omnibus Bill into specific categories (and deny funding to anything not absolutely necessary), set up lawsuits from as many fronts as possible, from as many states and venues as possible, and have the governors ignore the EO completely. And the kitchen sink.

They can but this is ‘The Hill’ and they want to promote anyone but an ‘extreme terrorist teabagger’ like Cruz (in their thinking).
