The meteor would cause a bright light, but only for seconds vs whatever a nuke would provide, on the order of minutes or longer. I’m not sure how long the glow of a nuke does last at night.
I agree on the issue of fallout.

There are some couple dozens industrial enterprises in a town of Rezh (some 35,000 population), including one of Ural’s biggest bakeries, and a Europe’s biggest vinyl tubes maker. There are two textile factories one of which making fabric and another a decent toddler’s clothes, a plant making transformators for powerplants, another two making gem processing equipment, agricultural and railroad machines. There is also a copper mine and a query, a cement plant making prefab concrete blocks. A biggest of all is an old chemical plant but it couldn’t cope with market economy and defunct since earlier 2000s.
