Modern Congresses have delegated many powers to the executive branch. As a result we have fees levied by regulatory agencies that are really taxes as well as regulations that have the force of law..

I am pretty sure that the constitution states that all revenue bills must originate in the House. That pretty much precludes delegation of that power to another branch of government.

You are correct. However, the FCC has been assessing fees on telephone, cell phone, and cable bills for years. The money goes to fund Obamaphones, free internet and cable TV service for the poor, and other telecommunications activity the executive branch considers important. Congress and the courts have done nothing to stop this usurpation of Congress’s taxing authority.
