Issa has been masquerading as an investigator/prosecutor on umpteen different WH scandals for how long? And Obola & Company have been thumbing their noses at him, unscathed, all the while. So now Issa starts one more faux investivation. Of course the WH cretins are going to laugh at him.
I reminds me of having trouble with birds sitting on my pool fence and crapping all over the place. So I got an artificial owl at Cabelas and set him up at the fence. It worked for a while, until the birds figured out that the owl was a phony. The birds in the WH have figured out Issa, too.
