LatAm: corruption, tax evasion fuel inequality

SANTIAGO — Corruption and tax evasion are flagrant violations of human rights in Latin America, where they contribute to inequality and injustice in the countries of the region, according to studies and experts consulted by IPS.

“Tax evasion means that those who are most vulnerable are denied the full enjoyment of their economic and social rights, including health and education,” said Rocío Noriega, an adviser on governance, ethics and transparency for the United Nations Development Programme.

“Corruption has a negative impact on the enjoyment of human rights,” she added. It also constitutes “a threat to democracy, because it systematically violates the foundation of citizenship by perpetuating inequality based on access by the few to power, wealth and personal connections,” she told IPS.

The 2013 Latinobarómetro poll indicates that 26 percent of all Latin Americans said they were aware of at least one case of corruption in their country in the past 12 months. A similar percentage said that nearly everyone in their government was corrupt.

Venezuela and Mexico top the ranking for perception of corruption, with 39 percent making these statements, followed by Paraguay (38 percent) and Chile (35 percent). Among the countries with the lowest perception of corruption were Uruguay (19 percent), Nicaragua (17 percent), Honduras Guatemala and Brazil (16 percent), and El Salvador (eight percent).

I stopped reading after that. corruption is a violation of human rights...ok... kind of a stretch. But tax evasion? Sounds like socialist's agitprop.

Unfortunately non-assimilating Latin American immigration brings this culture right to our doors: The case of Bell, CA (Google it if you’re unfamiliar) is essentially a typical Latin American political polity in the USA.

Or you could just recognize that you're dealing with human nature.

In Ecuador at one point abandoned the income tax altogether and went with a banking services tax. It was, I forget, one or two percent on every bank transaction including credit cards.

Companies were collecting income tax but not sending it in; being politically connected they couldn't be prosecuted. So they got rid of it.

So everyone instantly got a raise by the amount of income tax they had previously paid.

The banks automatically clipped the one or two percent. The beauty of the system was that it didn't care where the money came from, if the money was hot money or legal, they didn't have to know anything about your personal business, how much you made, how much you had, what you spent your money on, how many kids you have, none of it. It was entirely impersonal.

They didn't care about cash transactions; if you want to pay someone with a suitcase full of cash and thus avoid the tax, go for it. Their attitude was, sooner or later all money comes through the bank and we'll get our percent when it does. The tax was small enough that it wasn't worth evading.

The Left went nuts, claiming that all modern countries have income tax, so they had to have it too. And it wasn't long before they overthrew that president.

But it was a good system while it lasted. I think after they overthrew him, they kept the banking tax but re-imposed the income tax as well. Someone who has been there more recently can correct me if I'm wrong.

Yet there are idiots on this site who support the corrupt Latino cesspool of Puerto Rico becoming a state, and don’t have the stones to support restrictive immigrant laws targeting Latin Americans. These people and the babies they pop out are a bigger threat and bigger drain on our nation than ISIS.
